So far we had a limited concept on productivity and quality. We usually considered productivity as just labor productivity (as a quantity) and quality as a quality of the manufactured products. In the transition of social life and economics into market oriented economy, those concepts have been considered broadly. With that purpose NPDC was established in March of 1992 and acting actively to change old theories and practices and disseminate new concepts on productivity and quality.

   Productivity can be measured by enterprises and entities and by value added in the framework of economic sectors and the country. We are facing not easy task to change people's mindset and their attitude towards the work and life.
  In order to reach this objective it is important to lay the foundation to improve productivity and quality, to introduce the new culture, to improve the things continiously, to create the teamwork atmosphere, to deepen the labour-management cooperation and gainsharing.
  Those efforts will come true based on human resource development during the period 2015-2020. From that period the self-sustaining economy of Mongolia will be enhanced. Further it is obvious that we have to look for a better and strong tools.
  Let's gather together the people of different interest and various stratas of society to discover and implement ways and methods with our effort to improve productivity and quality in order to develop our country Mongolia in the period when the tradition reviving.
