Under the frame of the Open Web Center project, implemented by the Internet and Information Center and funded by the Mongolian Foundation for Open Society (Soros Foundation), a series of online chats entitled ICT as a Tool for Development has been organized. The goal is to aid in the development a civil and democratic society, and to increase the participation of Mongolians in enhancing information exchange, by using ICT to facilitate discussion of serious social issues amongst citizens across the country.
    The Director of the Soros Foundation, George Soros, participated in the first discussion, entitled The Internet in Our Lives. The ICT as a Tool for Development series is conducted on democratic principles, and understanding that through the use of the Internet, organizations and individuals can freely discuss and exchange their opinions.
